Technological Revolutions and Societal Transitions

Abstract: is the title of the 4th Foresight Brief, published April 2018 by the European Trade Union Institute (ETUI).

point between the installation period and the deployment period of a paradigm based on information and communication technologies. It is not the innovations which determine the form taken by the turning point and its duration, but instead our capacity to couple them with ambitions for economic and societal growth on a scale similar to those which served as guiding beacons during the deployment period of the previous paradigm, in the aftermath of World War II. This type of growth is qualitatively different from what we have seen before, being both socially inclusive and ecologically sustainable, and therefore involving a convergence of the digital and ecological transitions."

One of the many explanatory notes point to the different working modes of the installation and the deployment periods of the digitalisation, the first pertaining more to the market forces, the latter to state regulation.

The Foresight Brief is a publication from the European Trade Union Institute (ETUI) focused on strategic thinking about the future challenges for the world of work. It is produced by the ETUI’s Foresight Unit, whose work concentrates on two priority areas: climate change adaptation and new technologies. The Foresight Brief is also available in French under the title Notes de prospective.
